"...We are presenting herewith the complete report of Koch and Fowler regarding a city plan for Austin. This report is subject to change and will be changed in many respects before eventual adoption. We ask that you, as citizens of Austin, give the proposal your profound study and thought. Then, if there be criticism of a constructive nature, such criticism will be welcomed by the City Plan Commission. In fact, logical helpful criticism resulting from thorough study will be highly appreciated."

The year prior in 1927, the Austin City Council had hired Dallas-Forth Worth firm Koch and Fowler to create the city's first plan and zoning map. Their surveys culminated in the final City Plan of 1928.
